And the damage is immediate, familiar, and quietly brutal.

Colors bleed into each other. Bells clang with the wrong meaning. Bakers lose recipes. Weavers lose skill.

Then the real governance horror shows up: people start forgetting their own names, retaining only combined city ID numbers.

That is the whole theme of the arc in one children’s-story move: systems that cannot name what they govern will govern by erasure.

Lately the MERGE impulse is having a moment in public. SpaceX absorbing xAI with talk of a “sentient sun,” government pressure campaigns over how Claude may be used, and CMS selecting Oracle for a major Medicare and Medicaid cloud migration all rhyme with the same temptation: combine first, translate later.

What the story gets right, in governance language The dragon is not evil. It is a predictable outcome of a design decision.

Forced unification: two worlds flattened into one “master file” because one dashboard wants one schema. Semantic collapse: a “match” in the database becomes a mismatch in reality. The fog is translation failure with political consequences. Identity damage: the system swaps names for numbers because numbers survive merges. People do not.

The arc draft calls this out as the classic “global model trained on local data” failure pattern and points to the governance landing: federation over unification.
